Constitution of Pahrump Valley High School
Student Council
Preamble
Article 1: Purpose
The purpose of this constitution of Pahrump Valley High School shall be to give the students a share in the regulation of the school activities, to uphold the traditions of the school, to promote better understanding between students, faculty, and community, to promote pride and dignity at Pahrump Valley High School and within the community of Pahrump.
Section 1: Purpose
The purpose of the Student Council shall be to furnish and efficient organization to represent the students, to assist in the regulation of the school, to provide orderly direction of school activities, and uphold this constitutions preamble.
Section 2: Membership
The Student Council Voting Members shall consist of the Student Council leadership class. The Student Body President shall only vote in the event of a tie.
Section 3: Qualifications of Student Council Officers
Clause I – President
(Part A) The President must be a Junior or Senior during his/her term of office, have at least two years experience as an officer of Student Council and two years as a member of the Leadership Class. (Part B) He/she must have a cumulative and weighted minimum grade point average of 3.0 and no F’s or U’s at the end of each grading period.
Clause II – Vice President
(Part A) The Vice President must be a junior or Senior during his/her term of office, have at least one year experience as a member of Student Council and one year as a member of the Leadership Class. (Part B) He/she must have a cumulative and weighted minimum grade point average of 3.0 and no F’s or U’s at the end of each grading period.
Clause III – Secretary & Treasurer
(Part A) Secretary and Treasurer must be a Sophomore, Junior during term of office and have had at least one year experience in the Leadership class. (Part B) He/she must have a cumulative and weighted minimum grade point average of 2.5 and no F’s or U’s at the end of each grading period.
Clause IV Social Director & Assistant Social Director
(Part A) The Social Director must be a Junior or Senior during term of office, have had at least one year experience as a member of Student Council and one year as a member of the Leadership Class. The Assistant Social Director is chosen by the Social Director and runs on the same ballot as the Social Director. The Assistant Social Director must have a minimum of one quarter experience as a Student Council member. (Part B) He/ she must have a cumulative and weighted minimum grade point average of 2.5 and no F’s or U’s at the end of each grading period.
Clause V – Representatives of Chartered Organizations
(Part A) All chartered organizations will be represented in the Student Council by a representative chosen by the Student Council Advisor and student Body Officers. Representative positions are: Club Representative, Female Sports Representative, and Male Sports Representatives. Each of these representatives must have a cumulative and weighted minimum grade point average of 2.5 with no F’s or U’s by the end of each grading period.(Part B) A student cannot concurrently serve as a Representative and hold a Council Office because it would give the student two votes.
Clause VI – Class Officers
All classes must elect a Representative to Student Council who must have a cumulative and weighted minimum grade point average or 2.5 with no F’s U’s at the end of each grading period.
Clause VII – Leadership Class Enrollment Requirements
(Part A) All Executive board, Class officers, and appointed Representatives must be enrolled in the Leadership Class. (Part B) The Class Presidents, Student Body Presidents and Student body Vice Presidents must maintain a a cumulative and weighted 3.0 grade point average or higher. Every other student in the Leadership Class must maintain a cumulative and weighted 2.5 grade point average, if they fall below they will be reviewed for dismissal from the class, and/or dismissal from the current office held.
Section 4: Election Procedures
Elections for Student Council officers shall be held in a time that meets the Stat requirements that determine the following year’s officers.
Clause I – Grade Point Average and Proof of Good Citizenship
The candidate must show proof that he/she meets the required grade point average and has displayed good citizenship by getting signatures from the appropriate school personnel.
Clause II – Campaigns
Candidates have two weeks in which to conduct an orderly campaign. All campaign material must be submitted to the Student Council Advisor for approval. All candidates must attend a mandatory campaign meeting at the time and date to be determined by the advisor.
Clause III – Speeches/ Presentations
The candidate must give a campaign speech. A copy of the speech has to be submitted to the Student Council Advisor.
Clause IV – Voting
Members of the eight through eleventh grades shall elect their own Student Council Officers by popular vote. The Student Council Advisor shall be responsible for tabulating votes. Any voter may request a recount within two days following the election. The current Senior Class shall serve on the election board.
Clause V – Breaking of Election Rules
Breaking of any of the election rules by any candidates will result in review by the Student Council Executive Board and Student Council Advisor to decide a punishment. All discrepancies will be handled on a case-by-case basis.
Section 5: Term of Office
Clause I – Student Council Officers
After their election in the spring, the incumbent officers will work in conjunction with elected officers for the remainder of the school year. They will assume their full responsibilities upon the last Student Council meeting of the school year. They will serve until the last meeting of the following year at which point they will turn over their duties to the newly elected officers.
Clause II – Representatives
A Representative appointed in the spring shall serve through the end of the following school year. A Representative appointed at the beginning of the school year shall serve through the end of that current school year.
Section 6: Duties of Student Council Executive Board
Clause I – President
The President shall: preside over all meeting of the council, have the deciding vote in the case of a tie, call special meetings when he/she deems necessary, appoint all committees, represent the Council and Student Body on all public occasions, attend the High School Faculty meeting when requested, and assume all other duties generally associated with this office.
Clause II – Vice President
The Vice – President shall perform the duties of any absent executive board members. The Vice – President shall also serve as voting member at all council meetings.
Clause III – Secretary
The Secretary shall keep agendas and minutes of the Student Council meetings, keep a file for all official Council correspondence, and type up the agenda for the meeting.
Clause IV – Treasurer
The Treasurer shall have charge of all council funds, be responsible for the collection and disbursements, maintain an accurate record of all such funds, and give a detailed report, as needed, of all transactions at each regular meeting.
Clause V – Social Director
The Social Director, with the help of the Assistant Social Director, shall maintain a master calendar of the school related activities and are responsible to make sure the morning announcements are read. The Social Director shall oversee all Homecoming, Winter Homecoming, and Spring Fling activities. The Director and Assistant shall be aware of and/or involved in all school related activities.
Clause VI – Assistant Social Director
The Assistant Social Director shall perform the duties of the Social Director in his/her absence, and help with all regular duties as stated in Section 9, Clause V.
Section 7: Duties of Student Council Members of Individual Classes During Student Council Meetings.
Clause I – President
The President of each class is to attend all meeting and vote over topics that may appear in the Council meetings.
Clause II – Representative
The Representative of each class is to attend all meeting and vote over topics that may appear in the Council meetings. Also participate in all discussions and debates. They must give an oral report of class activities.
Clause III – Club Representatives
The Club Representatives are to give a report of all the clubs’ activities and vote over any topics that may appear in Council meetings.
Clause IV – Sports Representatives
The Sports Representatives are responsible for reporting the status and schedules of any in-season sports team.
Clause V – Technology Representatives
The Technological Representatives are responsible for keeping the corner board and our student council page updated with new events and activities.
Section 8: Student Council Meetings
Clause I – Meetings
Student Council meeting will be held as needed, but at least once a month. A proposed schedule of meeting for the entire year will be published in September in conjunction with a list of all current Student Council members.
Clause II – Order
All meeting will proceed under “Robert’s Rules of Order”
Clause III – Attendance of Non – Members
Student Council meetings are open to any High School Student providing he/she has obtained permission from his/her teacher.
Clause IV – Quorum
Official business is to be conducted only if there are three fourths (3/4) of the voting members present, which shall constitute a quorum.
Clause V – Attendance of Student Council Members
Members of Student Council who are absent three times may be removed from the Student Council. Prior to removal he/she has an opportunity to request a hearing from the Student Council Executive Board. He/ She must state why he/ she want to retain his/ her office. If he/ she does not request a hearing, then the club, class, homeroom, or organization may elect a different representative. A Student Council Officer position will be filled by appointment by Executive Board with approval of Student Council, Advisor and Principal.
Section 9: Monitoring, Removal, and Replacement of Student Council Members
Clause I – Monitoring
A list of all members’ grades will be monitored at the end of each nine-week grading period. Any member not meeting the required grade point average and/ or citizenship grade will be given a warning. If the member fails to bring the grade point average up during the next nine weeks, he/she will be removed from his/her position at the semester.
Clause II – Recall
A recall petition is to be presented to the Student Council. The reason for the recall must be presented in writing and must be signed by three high school students. The Student council will review the petition and vote on its validity. To become valid, the petition must pass the Student Council by a two-thirds majority vote. The official petition for recall, which states all the grievances, is then circulated and must contain at least fifty percent of that classes’ student body signature. An assembly is then held for the Student Body. There must be a presentation form both sides and equal time for both sides. A vote by the Student Body is the final decision. In order for a recall, two-thirds majority vote by the Student Body is required.
Clause III – Replacement of Student Council Officers
When a Student Council office must be filled of any reason, the Executive Board will appoint a person the fill the vacated position. Appointment must be approved by Student Council, Advisors, and the Principal.
Clause IV – Replacement of Representatives
When a representative must be replaced, the class, club, or organization will call a meeting and choose a Representative by majority vote.
Clause V – Reprimand of Student Council Officers
If a Student Council officer volunteers or is appointed for a job and does not fulfill his/her duties and/ or responsibilities the Executive Board will declare a punishment and/ or a new duty or responsibility for the officer. Also, his/ her actions will be reflected in his/ her Leadership class grade.
Clause VI – Member Conduct
Conduct of members must be of highest priority. Members are expected to maintain the highest degree of citizenship, sportsmanship, and discipline not only when representing the school but also at all times. This conduct shall include, but no limited to, the following:
1. No stealing.
2. No unsportsmanlike-like conduct. Members are to demonstrate good sportsmanship both on and off the court or playing field.
3. No insubordination.
4. No swearing or abusive language.
5. No using, being at, or staying around, an event where alcohol/ drugs are present or going to be used.
6. No hazing and initiation of participants by other participants.
7. No disciplinary referrals.
8. No immoral conduct.
The punishment for the presiding rules will be dealt with when needed at the discretion of the advisor and the administrator.
Section 10: Chartering School Clubs and Organizations
Clause I
New organizations must submit a Constitution and charter form to be approved by a majority vote of the Student Council at the beginning of the school year.
Clause II
Every club or organization must submit annual basis of their current Constitution if it has changed from the previous year, and a list of officers, member, and the mission of how they will benefit Pahrump Valley High School.
Article II: Class Activities
Section 1: Class Officers
Each class shall elect a President, Vice-president, Secretary, Treasurer, a Student Council Representative, and an Honorary Member (appointed by elected officers). Two Club Representatives will be appointed to represent all clubs at the council meetings.
Section 2: Election of Class Officers
Clause I – Class officers
Officers will be elected by their respective classes following (eight grade elections) or during the Student Council election held in the spring. Those intending to run need an intent form to do so.
Section 3: Qualifications
Clause I – Requirements
Students running for or holding a class office shall maintain a cumulative 2.5 G.P.A or higher and satisfactory citizenship. Class presidents must maintain a 3.0 G.P.A or higher and satisfactory citizenship and after 9th grade year must have one year Student Council Experience.
Clause II – Failure to Maintain Requirements
If the officer fails to maintain qualifications mentioned above, he/ she will be excluded from all activities that remove the student from regular class time until the qualification is met.
Clause III – Eligibility
Qualification shall be checked for candidates prior to the time of elections and at the end of each nine week grading period.
Section 4: Duties
Clause I – President
The president shall preside over and keep order in all meetings. He/ she shall represent the class whenever the occasion arises. The president and/ or advisors shall call special meeting when it is necessary to do so. The president is a voting member of Student Council.
Clause II – Vice President
The Vice President shall assume the duties of the President in his/her absence and shall be on all standing committees.
Clause III – Secretary
The Secretary shall keep an accurate record of all class meeting and business transactions.
Clause IV – Treasurer
The Treasurer shall be in charge of all class finances, both collections and disbursements. He/she shall give a report as required.
Clause V – Class Representatives
The Student Council Representative shall attend all Student Council meeting and report class events. Any business the class needs passed through the council will be presented by the representative. The representative is a voting member of the Student Council.

Section 5: Meetings
Class meetings shall be held outside regular class hours unless special permission is given by the Administration to hold the meeting during class time.
Section 6: Supervision of Sponsors
At least one class sponsor or the designee or responsible adult must be present at all class meetings and activities.
Section 7: Activities
All class activities shall be discussed with and approved by the class sponsor/ advisor, approved by Student Council and the Administration.

Article III Student Sponsored activities
Section 1: Approval
Clause I – Approval
A completed, standardized activity sheet must be submitted to the student council for approval. There shall be no formal approval given outside an official Student council meeting for any activity. Emergency meetings may be called, with approval of the Student Council advisor but three-fourths of the voting Student Council must be present before an official approval is granted.
Clause II – Principal’s Approval
The principal’s approval must be given and noted on the activity form before the activity can begin.
Clause III – Attendance at Sponsored Events
Unless specifically stated otherwise by the sponsoring organization, all eligible member of the student body of Pahrump Valley High School shall be permitted to attend all activities. In the event that a student shows improper conduct, he/ she may be refused admittance to all future Social Activities. The severity of the punishment shall be left to the discretion of the Principal with Student Council recommendations.
Clause IV – Guests
Guests attending a closed school activity must have their name, age, and whom they are going with placed on a guest list approved by the Student Council Advisor and Principal prior to the activity.
Section 2: Fundraising
A fundraiser shall be classified as any activity which an organization or class uses solely for the purpose of raising money.
Clause I – Fundraiser Forms
A class or organization must obtain a fundraising form the Student Council for each fundraising activity they wish to conduct. The form will include but is not limited to, the following:
A. Name of the Class or Organization or sporting group
B. Name of specific item to be sold
C. Starting and completing dates of sales
D. Signature of class or organization sponsor
Clause II – Student Council Approval or Denial
The class or organization must present the above form to the Student Council in an official meeting, where discussion and approval or denial will be given by a Council vote. Administration can cancel activity approval.
Clause III – Limitations
Each club/organization shall be allowed only two separate Community fundraising activity per calendar year (June 1- June 1) to prevent the Community from becoming saturated. They will be allowed unlimited in-school fundraisers. In-school fundraisers include any activity that solely includes any elementary, middle school, and high school students.
Clause IV – Punishment for Violations
(Part A) On the first offense, failure to complete the required fundraiser steps will result in the loss of half the money raised. (Part B) On the second offense, failure to complete the required fundraiser steps will result in the loss of all money raised, and the loss of fundraiser privileges for the remainder of the school year. (Part C) All money collected will go directly to the state charity (Make-A-Wish).
Article V: Amendments
If the need arises, this Constitution may be amended by a three-fourths vote of the Student Council. All amendments shall be proposed in writing and approved by the principal.
Amendments
1. The Student Council of Pahrump Valley High School must strive to complete all Silver Star Award requirements.
2. The Student Council of Pahrump Valley High School must strive to keep in contact with our Brother School in order to complete our Southern Star Requirements.
